Olimpio José Franco - Director of SET

Olímpio José Franco is general director and member of the SET Board of Former Presidents. He is an electronic engineer with an extensive career in the field of television broadcasting. In 1969, he joined the Padre Anchieta Foundation (Radio and TV Cultura, São Paulo), as a trainee, from where he left only in 1988, when he held the position of technical director. From 1988 to 2003, he was technical director of TV Jovem Pan. He has owned Olympic Engineering in Audio and Video Systems since 1985, working on audio and video projects and installations. He is the founder of SET, having served as president for four terms, as well as being technology director and vice president at various times. He is a life member of SMPTE and member of the Technical Module of the SBTVD Forum. In 2017 he received the “Honorary member” awards from the ITE (Institute of Image Information and Television Engineers – Japan)   and Radio Achievement Award 2017″  from ARIB (Association of Radio Industries and Businesses).

In 2006, I became chief of staff at the Municipal Health Department of São Paulo. Member of the Board of Directors of SPTURIS – São Paulo Turismo S.A. from April /2008 to March /2009. Since 2015, I have worked for the Brazilian government as special advisor to the Minister for Cities, Head of Parliamentary Advisory and Special Advisor to the Minister at the Ministry of Science, Technology, Innovations and Communications. Currently as Secretary for Broadcasting at the Ministry of Science, Technology, Innovations and Communications,
I currently hold the presidency of GIRED – Implementation Group for the Redistribution and Digitization Process of TV and RTV Channels and member of ANATEL’s Board of Directors.

From 2018 to 2019 he was the National Secretary for Technological Development and Innovation at the Ministry of Science, Technology, Innovation and Communications – MCTIC.

He worked for more than 10 years as a technician and support engineer for audio and video systems, coordinated a research group for television products and solutions for 3 years, served as infrastructure and project manager for TV and Radios and currently manages the technology area of RBSTV. He was the leader of several projects such as the remodeling of Rádio Gaúcha, implementation of virtual scenography, modernization and restructuring of productions and exhibitions of the group’s stations in the interior of the state, implementation of IP infrastructure (2110) in the station in Porto Alegre, among others.

Madeleine Noland will provide an update on international adoption of ATSC 3.0 and describe how ATSC is developing the standard so that it can serve broadcasters in a fast-changing media landscape.

Ms. Madeleine Noland, President – ATSC

Madeleine Noland is the President of the Advanced Television Systems Committee Inc. Widely respected for her consensus-building leadership style, she chaired the ATSC technology group that oversees the ATSC 3.0 next-generation broadcast standard before being named ATSC President in May 2019. Previously, she chaired various ATSC 3.0-related specialist groups, ad hoc groups and implementation teams since 2012.
A 15-year industry veteran, Noland held key technology management and standards roles at Backchannelmedia Inc., Telvue Corp. and LG Electronics.  She received TV NewsCheck’s “2019 Futurist” Women in Technology Award and was named one of 2018’s “Powerful Women in Consumer Technology” by Dealerscope magazine. In 2016, she received the ATSC’s highest technical honor, the Bernard J. Lechner Outstanding Contributor Award. She graduated cum laude from the University of Massachusetts.

Larissa Görner-Meeus is Senior Director of Product Line Management for AMPP at Grass Valley, and oversees Grass Valley’s SaaS and Cloud solutions. Larissa has worked in many roles in the broadcast industry, including roles on the CTO team and strategic product management with media solutions provider Net Insight. She has held various roles in R&D, marketing, product management and business development for broadcast providers, and has regularly contributed to and participated in numerous industry events. As a freelancer, she has built an impressive base of knowledge in live production, including experience in premium events such as the Olympics. In addition, Görner is co-chair of the Media in the Cloud committee at SMPTE, a board member at FKTG, and holds an MBA and EE from the University of Applied Sciences Munich.

Stefan Lederer, CEO and Co-Founder, Bitmovin

Stefan Lederer is Co-founder and Head of Business of Bitmovin (founded in 2012), a company that focuses on products, cloud services, and consulting in the area of adaptive HTTP streaming. He received his B.Sc. (Bakk.) in Information Management in Aug’10, his M.Sc. (Dipl.-Ing.) in Computer Science in Mar’12 and his M.Sc. Keynote: Mr. Sam Matheny, Executive Vice President & Chief Technology Officer - NAB

Sam Matheny is Executive Vice President and Chief Technology Officer at the National Association of Broadcasters.  With over 25 years of experience in the broadcast and data networking industries, including earning a patent for inventing mobile and interactive DTV technologies, Sam leads NAB’s technology team in its efforts to promote innovation and propel broadcast technology into the future.  He also provides overall leadership for PILOT as well as NAB’s TV, Radio, and Digital Technology Committees.Matheny is a member of the Academy of Digital Television Pioneers.  He serves on the board of the Ultra HD Forum, the board of governors for the National Wireless Safety Alliance, the board of visitors for East Carolina University, and as a non-resident fellow of the German Marshall Fund.  He has served as an advisor to numerous startup and technology companies and is currently engaged with Reveal Mobile, a location-based advertising technology company, and Haystack TV, a personalized OTT headline news channel. He has previously served on the FCC Communications Security, Reliability and Interoperability Council (CSRIC), the Federal Emergency Management Agency’s (FEMA) Integrated Public Alert Warning System Network Advisory Council (IPAWS NAC), and on the board of directors for the Advanced Television Systems Committee (ATSC), where he was Chairman of the specialist group on the next generation of digital television.
Before joining NAB, Sam served as Vice President of Policy and Innovation for Capitol Broadcasting Company where he focused on strategic media applications, mobile wireless content delivery, smart TV, and helped secure multiple patents for broadcast Internet distribution.  He has also held management positions with mobile development, satellite, digital television, web development, and interactive video companies.
Sam holds a B.S. in Communications from East Carolina University, a M.S. in Technology Management from North Carolina State University, and a certificate for artificial intelligence and business strategy from the Massachusetts Institute of Technology.  In 2007, he was named an American Marshall Memorial Fellow.

Graduated in electrical engineering with focus in electronics and telecommunications by the Federal University of Bahia and Post in Marketing and Business Management by FGV and ESPM. During the course of his career, he was responsible for the design and implementation of several radio and television companies in Brazil. He was President of SET – Brazilian Society of Television Engineering – from 2002 to 2008 and President of the Brazilian Digital TV System Forum from 2005 to 2008 and from 2015 to 2017. After this period he joined the Council of both Entities . In 2009 He was a member of ANATEL’s Advisory Board.
